No charity is authorised by the Police to collect. If a charity collects in the street then they should inform the local council or if in a private area (such as a supermarket) they get permission from the owner to collect. Some charities call the Police to inform them that they are collecting in the area but that is only to inform them - the Police cannot say yes or no to collecting.
If a charity collector like you describe comes to your house, my advice would be to ask for their charity commission number and full name of the charity. They should have an id card with all this information on and their own name and picture. Once you have the information then call the charity commission to report their collection strategy. Also, I would suggest you call the charity concerned to report them as well.
All charities have guidelines from the charity commission as to how they should collect (such as no rattling of tins etc) so anything beyond this passive style will give them a black mark.
I do not wish to stop People giving to worthwhile charities, however, we all have a right not to be disturbed in our own homes or whilst popping to the shops. Its bad enough for you and I, but imagine being disabled or elderly and having to make your way to the front door just to be greeted by unscrupulous collectors.
